Cecilia Rubiera, LCPC, is a bilingual Licensed Clinical Professional Counselor and Board-Approved Supervisor with over a decade of experience in the mental health field. She earned her Master’s degree in Clinical Mental Health Counseling from Johns Hopkins University in 2012 and is also a registered Peer Supervisor.

Cecilia’s career reflects a wide-ranging background in behavioral health, spanning Employee Assistance Program (EAP) services, community mental health, Psychiatric Rehabilitation Program (PRP) services, and work as a Rehabilitation Specialist. She has also served in case management roles for a major insurance company, where she coordinated care and supported individuals navigating complex behavioral health needs.

Currently, Cecilia is a Behavioral Health Manager in the Emergency Department of a Baltimore City hospital, where she supervises a team of four Peer Recovery Specialists. Her leadership emphasizes compassion, recovery-oriented care, and collaborative approaches to supporting patients in crisis. Cecilia’s bilingual abilities further enhance her ability to connect with and advocate for diverse communities.
